Tough Cat and Cookie's cat counterpart.

Fluffy is a member of the Kennel Kittens, A mirror organization to the Pound Puppies ran by Cats.

Not much is to be said about Fluffy, except she wears a bow like Cookie, she may be tougher than Cookie, for a cat anyway, and she was the one who brought Squirt(TwinkleBell) in to the others, thinking he was a cat.

Oh and according to the wiki, she's a ragamuffin Cat. Which is very unique and explains why her coat is similar to Cookie's.
