For future reference, find a stable surface and have the camera on a longer exposure time. Higher ISO speed causes the picture to come out with a lot of noise.

hmm. yeah, i know all that.
this picture was taken at night. that means no light. the camera is sitting on top of a bridge, it's not moving at all. the grass in front of it is. i manually set the exposure; this was the amount of light that i wanted. And it was at as low of a ISO speed as was possible with that amount of exposure. thanks for the info though
