Well while this Cold War can't have nukes due to the era, maybe you could use something interesting such as long-range cannons armed with explosives laced with the Bubonic Plague.

*Louis Pasteur hasn't come up with Germ theory yet, and the primary reason Europe didn't see Black Death outbreaks is because of increase hygiene and genetic resistance built up over two centuries of plague. For the most part it was restricted to Asia during this time period.
Another thing about bioweapons was how inneffective they would be. More than 90% if not nearly 99% of drinking water in these days had a pathogen labeled harmful by the CDC in it; Cryptosporidium, Cholera, Giardia sp., Salmonella, The Eschicherians. Smallpox, influenza, and other contagious diseases were already in circulation: Whats they point if every one is already immune?
Gas Weapons, however, are all the Rage. (not Ammonia based gases however, they haven't figured out nitrogen fixation yet).
