Lols, this is the first thing in a long time that I can submit that won't get me banned from DA again
Felt compelled to draw and CG something so this was the result! I like everything below the head 
The lineart actually looks better than the actually finished picture itself if you ask me, but whatever <|8^D

Those boots look a bit impractical... lol. But pretty good details! It might help to have her look towards the viewer, try and establish a connection with them. She looks like she's looking at... well, a bunch of nothing as it is, and that kills some of the potential impact of the work.
I like your colors, though maybe you could go for a bluish tone to shade the White of the clothing, rather than grey. Since the rest of the picture (BG, Skirt) is blue, it'd probably compliment the pic more ^_^
