Meet the Primus of the Bureau of Magic, Niam Hunt.
He was a tracker before Primus Thomas came to him and offered him to work at the Bureau, with time he discovered of Primus was handling things so he started a rebellion after seeing how he hurt a fae and anthro hybrid, surprisingly the rebellion worked out and Primus Thomas was defeated; by petition of humans, fae creatures and anthros he was chosen as the new Primus of the Bureau.
Since the Bureau of Magic in the Starkverse is similar to SHIELD, Niam has a Nick Fury type personality and another fact is that he has a secret relationship with the fae and anthro hybrid he saved.
