One day Toushiro sees the pitch black stallion, 17. Seeing 17 made him think of Byakuya, the captain of the 6th Division of his old herd. Thinking about his old home made him feel sick and lost. That night, Toushiro sees Vegeta standing on a hill and gazing up at the stars. Without even knowing why or if he could help, Toushiro goes up to the saiyan prince.
Vegeta: “Val told me that you’ve been unusually quiet today. Ever since you saw 17.”
Toushiro: “She told you?”
Vegeta: “I guess she hasn’t told you yet. Val and I have been friends since the day we were born. She’s like a sister to me so, naturally, she told me.”
Toushiro: “Oh...”
Vegeta: “I’m going to guess that it has something to do with your old home?”
Toushiro: “17 reminded me of Byakuya and some of my other Soul Reaper allies. I want to stay here yet, somethings pulling at me to go and fight for my old home. I’m so confused as to what I should do. I don’t even know if I’m myself now and then.”
Vegeta: “I was in your situation once. Not too long ago in fact. My father found me and ordered me to go back with him and take his place as king. At first I wanted to but... When I looked back I saw how sad everyone was. I couldn’t leave my family and everything Kakarot and I have done.”
Toushiro: “So what did you do?”
Vegeta: “I listened to what was telling me to stay, and that was my heart. If you listen to your heart, Toushiro, then you’ll get stronger and maybe one day you’ll win back your old home and reunite your herd.”
After that night, Toushiro decided to follow his heart... And he stayed with his new family.

Okay, I'm a little confused. Are the different herds consisting of anime characters specific to an anime, or are they random? Also, did individuals like Ichigo and Toushiro get separated from their original herd/s, which is why they're with the Z Herd? Sorry, its just I can't keep up

Alright, let me see if I can brake it down. Herds are of specific anime series. However, some of the herds get separated while trying to flee from humans which are the biggest danger. Some herd members are caught, but most escape. But some members get lost and can't find anyone they know. The Z-Herd is primarily Dragon Ball Z, but they do take in others that are lost and help them. Ichigo and Toushiro's herd, which were made up of Bleach characters, are attacked by humans and they all flee. Toushiro got separated from everyone and he is the first to join the Z-Herd. Then Momo, and then Ichigo, Karin, and finally Gin. It's only until the GT era that Toushiro and Ichigo lead some of their original herd back to rejoin what's left of the Z-Herd.
