As soon as I saw this, I had an immediate flashback to the commercial for Spyro: Enter the Dragonfly.

To make my paintings I tend to start off with an rough underpainting to get a sense of light, shadow and colours.
I rapidly switch between using my brush and the eyedropper tool. I make sure the eyedropper is set to sample all layers, select the colour I want to cross hatch and make some strokes! I then move to another area of the painting and repeat this process. I’m not concerned about blending the colours perfectly, I like the sketchy, textured look it makes. I also don't really focus on where to put the cross hatching, I just try to scatter it randomly all over the image.
Just like traditional painting you need to push through the rough, messy stages to wind up with something you like in the end!
Sorry for the long reply, I really hope that was at least somewhat helpful haha, I’m not very good at explaining things!
