The design is nice, but it's breaking quite a few canon rules.
I'll number them for you.
1. Showing mutant blood.
Mutant bloods don't like to show their blood colour, as that will most likely get them culled on sight. Example is Karkat Vantas, who's blood colour is bright candy red. He's hiding is blood colour in his text colour, and in the sign on his shirt.
2. The blood colour isn't a seadweller blood colour.
Seadwellers have blood colours reaching from from Eridan's blood colour (Hue 300) to Feferi's (hue 330). Anything lower than Eridan is a landdweller, and don't have fins.
3. Shark tail.
I'm not sure if this is an official rule, but the shark tail is a no-go. Unless it's not a real part of the body, it's probably fine, as Nepeta has a fake cat tail (it is in fact from a real cat, but the teal isn't attached to her body), but if it's supposed to be a part of the body, you should remove it.
Else than that, I really like the design, especially the hair.

While I appreciate you taking the time to type this, I'm going to go ahead and clarify that I am well aware of the canon rules and, for the most part, stick to them nearly religiously. I'm not sure if you realized, but this is not my character in fact, and I was instead commissioned to draw them. I'm not trying to be rude here, but since you numbered things for me, I might as well give you some counter points.
1a) Kankri Vantas - Is shown in the comic as wearing a bright red sweater made for him by Porrim in open defiance of the hemospectrum.
2a) Latula & Mituna - Though they aren't mutants trying to hide their blood colors, they are both shown with large symbols that aren't even close to their blood color, i.e., bright red and black respectively.
(And though this isn't actually true of the character portrayed here, who would be to say that a sea-dweller couldn't also hide their blood color if they were, for some reason, unhappy with it? Obviously gray isn't shown as a blood color in the comic, though Karkat wears it instead and none of the others questioned it so its obvious that trolls can change their symbol's color regardless of blood. Or even that a sea-dweller couldn't be a mutant? Just because one of the main characters weren't shown as being a mutant sea-dweller, doesn't mean that it's completely impossible and will never, ever happen ever.)
2) I already broached this in my last point--I don't see how it's completely impossible for a troll to be a mutant seadweller. I'm sure that at some point in their species' evolution there were more colors for different terrain-oriented trolls before it narrowed down to the ones we now see.
3) Mutations - Is it so strange to imagine for a moment that a troll could have a tail? I've seen quite a few users who actually believe trolls should have tails, and they draw all of their OCs with one and I love it. I believe in originality and creativity, too, which is why I'm stepping outside of canon on a good portion of my characters. I mean, we see trolls with wings, fins, gills, and many, many types of horns, teeth, eyes, etc. If someone wants to add a tail, then so be it. I'm not removing it because it is part of their character's design, and it would not be right for me to alter it. (I think it's part of their body . . . ?)
I wish I could thank you for the compliment, but I didn't design the troll. I merely made the sprites. And yes, their hair is rather nice.

I agree with the fact that going a little out of canon isn't the end of the world, but I've seen quite a few other fantrolls with some sort of body mutation (if you could call it that) getting harsh comments.
The mutant seadweller thing, I get your point, I think you're right there, as it hasn't been shown yet whether seadwellers can be mutantbloods or vice versa.
And about the showing mutantblood thing, I totally forgot about Kankri, all I was thinking about was Karkat. Sorry about that.
