Yes she's a Pokemon character from Pokemon Gold and Silver in her first debut. This is her redesign in the remake Heart Gold and Soul Silver.

The improvements in color and shading are striking for sure, along with the corrected proportions.
Though it looks like her knees are still a bit high, and her right foot is missing the arch.
