WOW. This is seriously impressive! About the rain effect, yes, it does look like rain. I think it might make it look more like rain if there were some faint white "rain" lines coming in front of him as well.

BUT - since this is a traditional piece, if I were you I'd be super hesitant to just add white lines over the front of my lovingly rendered drawing. If you have a digital editing program, I'd try it out first on there to see if the placement and overall look works before messing with the hard copy.

The only thing I could say would help with the rain effect is if his outfit had a bit more of a wet look to it. Otherwise it's really cool!
