I think Tails will appear in Episode 2, since Sonic 4 looks like it has references from the original games, I think tails would be a reference to Sonic 2.

It seems a pity that they'd leave everything else except Sonic and Robotnik out, like downgrading the same back to how it was at first...I'd be fine with Sonic, Tails, Knuckles and Amy being in it, making it a fair upgrade from Sonic 3 & Knuckles (what Sonic Advance was but everyone was too bloody stupid to realise it)
