Not directly. We can say that he can manipulate anything what can be influcend to the some extent by gravity. He can't for insatnce touch time (Dialaga) or eeee nothingness (I know I know Giratina is antimatter but for that is just silly (to the extent)). In essence he is really really weak sauce Eternity from Marvel.

But together the three are reality dragons. What I don't get is how Palkia is supposed to be a water dragon, and no the pearls on his shoulders don't count otherwise that would mean Spoink and Grumpig are water types as well.

Sometimes you have to wonder how they arrive at certain typings. Lucario I would've pegged as Fighting Psychic, since it uses Aura, over Fighting Steel. How is Marrill a Water Fairy? How is Snubbull, a bulldog, a Fairy? That electric eel Pokemon when I first saw it thought its typing would include Water since it's an eel, but no it's pure Electric.

It seems to get complicated when they pair a Psychic and Fairy together, like Gardivor. Is it telekinesis or magic it's using?

I think that ther are not suth thing like magic in Pokemon wolr but some kinf of reality warping is. At least not magic in clasical sesne. So it's telkinesis probably.
