I have had a copy of this photo on my external hard drive since almost 2005 because the BBC took it at Southerndown beach in Wales after the series' reprise in 2005.
SO, I'm very surprised that this is here and being attributed to your sister.
The EXIF data in the picture I have is exactly the same as that below for this one. So, I know that it's not a different shot.

I don't mean to be rude, but as long time fan of Doctor Who, this is not quite right.
