Yeah, from what I heard, they were temporarily banned from it, as it's their third time using stolen art (if what I heard is correct).

She was temporarily banned from CS for tracing art, yes. Twice at foxicats, and possibly a few times for other adopts {either by drawing over a photo they didnt take or just simply tracing the piece} as well as photoshopping Carson's markings and hair onto a piece for tryout art {im not certain if that'd count, but it certainly shows zero effort either way..}
She informed a mutual friend of ours that she was making a new account {when I asked an old staff member, they told me that making a new account when permanently banned was fine, but not if temporarily banned} so either way she's breaking the rules and hasn't learned from it.

I'd recommend letting a CS staff know about her plans on making a new account, as well as the new account if you know that, as well.

I sent in a report when I found the new account last night.
She's still entering for Carson, using the same form as on her old one as well. 
From what I've seen, she still hasn't learned from being told not to trace {as she was removed from Foxicats for tracing comicTragedy's work as well as my own}
I wonder if she thought she wouldn't get in trouble for tracing this because it's from 2013?

Probably so.
They've already received a strike for the art with Plumerians, as well.

mm, sorry for the late response!
I was just now told by a mutual friend that she made the second account for Plumerians. not 100% of the meaning/intention but i felt it might be important to notify staff. :0
