Time is a liquid. For many there is simply never enough. For William Fugate Tockman this was most true. Getting records mixed up his doctors pronounced him a terminal ending of the clock at six months. He was infuriated seeing his entire life as a professionally trained efficiency expert crumbling to ruin. Feeling as the only capable caretaker of his disabled sister he sought to garner more funds and more time by any means necessary. In this alternate weaving of time he began studying the Flash and his means of zipping around. This Speed Force he had hear so much about he simply had to understand. Already being superhumanly proficient with timing strategy and technology he had some ideas. When he started his attempts to break into it the Speed Force retaliated. Notifying multiple speedsters to the disturbance such as the Hyperguard they sought to cease his experiments. But a warning from a superpowered character meant nothing.If anything he knew he was close. So he devised a trap. Catching a member of the Hyperguard he got the information out of him while torturing his teammates to death in front of him.He stole their artificial enhancements to add to himself becoming faster and faster. This is when Hot Pursuit arrived tracking to his exact location. However at this point it was too late. He was already as fast as a speedster with the uncommon edge of his accurate estimations and proficiencies. Catching Hot Pursuit off guard and killing him now only Stopwatch had access to the Cosmic Motorcycle. Now only he has the ability to make things right for him and his sister
