Your use of colors is very beautiful, and overall i think it is very pleasing to the eye.
The use of contrast, (Blue and red) really makes the things you wanted to highlight pop.
I also think that the little hearts spread throughout the picture is very stylish for the look that i think you were going for.
But this is just a nit picky thing, but i think the Red's use is quite heavy. and another small thing is that one iris in the left eye is bigger then the one on the right, again, just a small thing.

I do enjoy this! I'm not entirely in love with the way some of the colours look together, and I personally feel like it would've been improved with a few more stray strands of hair, but that's a small nitpick on my part.
I hate to be "that guy" but there is a resemblance to a Tide Pod, hehehe-
More on the colours, I feel like the yellow looks better than the green in some places, and the teal would've looked better as more of a true blue.
Now on to the better parts rather than me nitpicking the shit out of it-
I love the use of shading and gradients, what I assume is a airbrush or blur tool was used beautifully, and the small bits and pieces in the background definitely lend themselves well to this piece. The glowing golden heart on her neck attracts my eyes but in a good way, amplifying the face and the small glow from it is great.
