Thats true. The one I hear about the most is perverts on trains though. and because japanese people like to fit into society and keep to themselves most of the time, noone says anything

There are signs all over the trains saying if that happens to you or if you see it happen, grab the person's hand, raise it up and shout out that they are a pervert, then take them to the police

Hmm. It doesnt mean that they will. Some people find it far too embarrassing to admit that theyve just been groped or sexually abused.
As a prime example, a guy I watch on youtube called akitatom saw something perverted happening to a girl on a train (he went to japan for a year). He sorted the problem and told the girl when they got off the train. She didnt want to kick up a fuss. When tom asked the guys on the train from the school why they didnt do anything, they said the same too.
Thats what I remember him saying, I probably missed bits out, but the issue is the same.
