Oh yeah. I never really thought about the character that way. As odd as it sounds it didn't click to me that he actually is a vulture until this picture, which is a stupid thing to think. It's because he doesn't look like a typical cartoon vulture.

I looked him up on Tumblr, one person thought he was an eagle (his name was shown only once, in the telegram, and never pronounced).
His neck definitely doesn't look like that of a vulture's. But there are vultures whose heads are covered in feathers, and I think he is a cinereous vulture because he looks a lot like one.

I think he's called Von Vulture because it's an alliteration like Bugs Bunny and Daffy Duck. There's also that vultures are portrayed as being disgusting and unappealing birds, which would be intentional since he's a nazi.
It doesn't resemble him too much but it's probably the most accurate conclusion. He does resemble an eagle more.

That wouldn't make sense because "von" is a nobiliary particle, it's common in German names.
For a "disgusting and unappealing" bird he is quite attractive!
