Latest Photoshop CC, but you can do this kind animations with any PS with Timeline "tools"... Β and it's been in PS from stone ages

X3 Photoshop is kind of my weakness when it comes to stuff. I know I always loved 7.0 and Image Ready 7.0 x3 it was always easy to use.

Photoshop... and can't recommend it to anyone. For animations and effects like that it's horrible, but I like torture myself
