1: Technically? The offspring between the Aquatic and Terrestrial sapient species usually turn out mostly one or mostly the other (e.g. human with gills or fish with arms). A kind of half-and-half creature like a mermaid would be incredibly genetically rare and thus could easily be seen as just a transformed individual.
2: For the most part, no. The aquatic cultures are much older than the land-based ones and until recently were either unaware of or ambivalent towards the latter. The discovery that they had been elevated to a kind of mythic status among land-dwellers was received with mixed feelings - kind of flattered, kind of bothered by interpretations of the water as hostile and chaotic. Ultimately they understand and accept why the land-dwellers would have such creatures in their mythology and the importance of water myths in the land cultures.
TL;DR not really, most don't care or see it as somewhat of a compliment
