Nope. In original DQ4 he had short purple hair. It's in PSX remake they made him look like Sephiroth.

Actually, manga made when the game came out, gave Psaro long white hair, and much of design, and some time later, but before the development of FFVII, Toriyama updated his design of Psaro to today one, based on the manga depiction. Magus from Chrono Trigger, is also based on Psaro, and that's why he has white hair(and pointy ears). Well, and Piccolo. Again, all three were created by Toriyama...

I only saw some raw scans of covers, no tanslated version saddly.

As you can see, the manga's style was very different from Toriyama's, but was the base for all later depiction of Psaro.

I've seen these arts! ^_^ I didn't know it was a manga O__O
I love Inomata's style! She designed characters from some of Tales of videogames ^_^
Tales of Destiny, Tales of Eternia, Tales of Destiny 2, Tales of Rebirth, Tales of the Tempest, Tales of Innocence, Tales of Hearts and Tales of Graces ^_^
My favorite is Tales of Destiny 2, the true Tales of Destiny 2, which was on PS2 ^_^

Wait, it wasn't a manga, but a novel, but the illustrations were drawn in 1991, 6 years before the release of Final Fantasy VII.
But yes, Mutsumi Inomata is a brilliant artist. And it seems she inspired the design of Sephiroth, with her redesign of Psaro, although possibly indirecly, as Sephiroth seems to based more on Akira Toriyama's take on Mutsumi Inomata redesign.
Quite complicated, isn't it? XD.
Mutsumi Inomata take on Psaro though, is probably inspired by Elric of Melniboné .
