The Brotherhood of the Charge is a fanon Space Marine Chapter of mine, and these two are Apothecary Barbatus (left) and Scout Thalmet (right), brothers under the Chapter. 

Their gene-seed has a mutation that affects the way areas of thin flesh interact with the bone beneath them. As a Charger ages, layers of encroaching bone emerge on his body where the skin is pulled tightest over his skeleton, resulting in a shell of hardened bone encasing the outsides of their joints as well as most of their faces. The process of bone growth is known by the Chapter as "teething" and is incredibly painful. After going through the agony of their teething, Chargers can endure levels of pain that would excruciate other astartes and straight up kill any mortal.
In most cases Chargers will file down their plates to make sure they can still wear their helmets, but some marines may choose to let their plates grow out, and in some special cases such as the Chapter Champion Toraa, their plates may grow too fast for regular maintenance to be efficient. Toraa is happy to allow his plates to grow without filing for several months at a time and this is the result. ( sugar-dog.deviantart.com/art/S…
While Toraa is entitled to do as he pleases, most Chargers prefer to keep their plates filed down to avoid being confused for Khornates in battle by other loyalist marines.
Looking cool with boney faces is fine as long as it's not getting you accidentally shot by your bros during a fight
