The problem was that the bureaucrats demanded a psychological evaluation for all dinosaurs just to get the transportation licence. And the dinosaurs's union said that it was prejudice against large lizards, and all Steven Spilberg's fault for giving them a bad name. At the end, the money wasn't good enough, so the dinosaurs went back to a more lucrative career in writing for american sitcoms.
