Yes, but the background is not a map. It's a scenebuild made with the parts from this addon.

The map itself is just stage_big.

I can't say, I only have experience with SFM, Blender, 3ds, and Maya. Valve uses it's own 3d format type, so you'd have to use crowbar to convert it to any OBJ. file.
