I don't know, the time era with his (incredibly incorrect) uniform and the style of gun don't fit, but I myself can see France with a gun; he is a nation after all.
I know, it's been bugging me all this time, but I just can't put my finger on it. I think that the barrel of the gun should be facing more towards the viewer and the rest of the gun should be skewed by the perspective, but I tried that and it looked worse. To be honest the whole composition is dreadful so...

Ah, I was just referencing both the character's personality and the actual country's general stand on war. But you do have a point, all nations have dark times, and it's not unfeasible. 
Hm, I think the gun looks alright, though it would be a cool effect if it were aimed more at the viewer.
