He turned all to smoke some pages back; but he can still interact on some level with the material plane, and has been moving around small islands and the like around for Jen and Boss Kitty to jump across. I assume he moved that small platform to rescue Boss Kitty just now, too.

Gengar's phased into the 'ghost' plane, or whatever it is. The same force (or lack thereof) that prevents Mewtwo from using his psionics also prevents ghosts from manifesting physically. However, he still appears to be able to interact with physical objects, to a degree.
