They are in southern America. They are mud dobbers(make mud nests). They hunt black widows. They are a rich blue with a iridescent shine. You should be able to find them on Google looking up blue or sapphire blue wasp.

We had tons of the blue ones in Texas while I lived there.  They are surprisingly docile.  They also have a weird attraction to yellow.  We had a yellow fly catcher and after the first wasp got stuck by the end of the day the whole thing was covered in them.  I was sad for them.   I have accidentally touched these before with out being stung so they are my favorite wasps.

Interestingly 5 or so years ago I googled these wasps and could barely find a picture of them and now they have a heading and everything.  I guess more bug people are getting on the internet.

These are the ones I was thinking of.

Hope you appreciate your random information of the day.

Your welcome.  They are pretty neat.  I used to watch them in there little mud mines while I fill water for the horses.    Instead of just gathering mud across the top of the wet area they would dig and fight over holes.  I guess the mud was just right in that spot.

Ah... No worries, sounds like they might be open bough art paper versus in a pad.

The only reason I ask is because I am used to getting it in this format:
