The described capabilities sound like she's technically omnipotent, but omnipotent enough to choose notΒ being omnipotent. Because omnipotence is too nonsensical to really try to use. So nonsensical, in fact, that the question of whether God exists is actually the question of whether He created the universe, because omnipotence is such a broken ability that being blatantly impossible isn't enough to stop Him from existing should He choose to. And He'd choose to, because His own morality would not allow otherwise.
