I checked on AT Wikia. According to them no one penguin is Gunter. XD It's just whatever penguin is near Ice King at the time.

yeah, I notice that on that one episode where Gunter likes to break bottles, and Ice King said "This one likes to break bottles" so I thought to myself, all the penguins are named Gunter, but then again... not.
