This is all a work in progress since I am still writing the AU but for this AU the Mewberty form of a Queen speaks a lot about them. The whole gimmick behind Festivia is that her whole life is a ploy, she is a tool being used by the Magic High Commission.
That’s not the only influence as to why I designed her the way I did though!
She grew up with her ‘father’, Shastacan (who was not eaten by Globgor), away from Magic. Eclipsa was presumed dead, and in her place Hekapoo took a Mewman form and stood in her place. At the time Mewni was basically a dimensional hub for majority human-based species and needed a Queen. She wasn’t around Festivia a lot but was hailed as the mysterious queen.
The MHC kept the wand away from Mewni until Festivia was able to be controlled and influenced by them. Magic is what turns Mewberty from just being a puberty thing to an actual power form. Due to Festivia not being of royal blood, she couldn’t even properly dip down. This affected her mewberty so much that she can only pull out her wings. She cannot fly with them.
Since she’s underdeveloped and wasn’t around magic enough, that’s why she doesn’t have six arms or antenna.
Though in the future generations after Festivia (like her daughers and so on) - Mewberty balances itself out. After Crescenta their skin changes colour again (matching their wings - Rhina, Comet, and Star do not follow this in their Mewberty forms).
Dirhennia, Festiva’s elsest daughter, is asexual in the AU and did not have an interest in any romantic partner and didn’t develop a Mewberty. This landed her in the same situation as Festivia. She didn’t want to be Queen and had Festivia give the wand to her sister who at the time was 10, this ties into Crescenta being called eager - she wanted to be Queen real bad to be able to help her people more. She had the most powerful Mewberty form of all the Queens since she's the one who fully developed it after the Royal Blood shifted.
Anyway so that’s my whole concept as to why she has two arms instead of six. Over time this may change, but I hope it answers the question for you!
