So... it lacks the fluffy background, but is this a bishie?Sooo sexy... *drools*

I'm just trying out some different styles (I kinda like this one) to figure out what a 'bishie' is exactly. ^^
Waaay too feminine lips! XD Please don't look at them too closely, focus on the total or some other part of him or something. XD How do I get those bishie, but boyish???
All of the fluffy rubber belongs to Oda-sensei. ^^
Appreciation is good, constructive criticism and tips are better.

A lot of stuff, like slow-motion and dance (but not really dance, more doing things in a pattern and on music, so it becomes a dance, but there was also a nice game, you had to dance and when the music stopped, you had to pick a object that lied on the field where we were dancing, and if the music started again, you had to dance with the object, until you had to put it down again and then some objects were taken away. That was the best workshop of the week.)

Well, by doing the workshops together, we got a strong band, and we also had a lot of free time we spend together.

Well, it started with bluetooth, then he said 'Good morning', and then we played that game where you have to dance with objects and Bram and I were the last two, and then everyone else screamed we should dance together, so we danced together and then we were in the lake and I had the frisbee, and he wanted the frisbee and we frolicked together and after that we threw weed at eachother.

Oooo... well he does resemble a bishie. Some of the comments you already got have good advice, like the Hancock-vision
But I think if you want to make him more... "bishie"... and this is very subjective, plus it's coming from a perfectly straight guy... maybe go for a more realistic facial proportion altogether than trying to make it resemble Oda's style.
So what I mean by a more realistic facial proportion... is to make him look a little more mature, like a 18 year old should be (he's 18 right..?). You could say it might not look like Luffy anymore, but turning anyone bishie from a style like Oda's is a radical change to begin with XD. Yet it shouldn't be a problem if his features are translated as well. He doesn't need to lose his... erm... "cuteness".
Now... what I would do is take this picture, pull his mouth~chin downwards a little, vertically compress his eyes maybe 1/4 to 1/3 the way, and set them sliiightly farther apart. Keep his hair and neck like that... it's good, but raise his ears a bit.
This might make him look more traditional bishie if you're not already happy with what you got. It's up to you whether or not you wanna try this out. I personally think you're good already

In the anime so far, he's seventeen, but I heard something about his birthday coming up. He might already be eightteen in the manga. ^^
Do you think I could keep the nose the same? Because realistically drawn noses look.. off, somehow, in my opinion.
The ear should also be smaller, right?

The nose can stay. When I say "more realistic facial proportions", I don't mean realism, but the general placement and size of his features in relation to the face. His ears could be smaller too, depending on where his nose and eye placements go.
Have you seen my face tut? It's outdated and unpolished, but there might be something useful there
