That's maybe a compressed air starter, since there's no hole in the front for a starting handle. Mining used compressed air for many things, including drilling, and even powering certain type of locomotives that pulled cars of explosives into deep tunnels. You can tell it is a mining machine by the small diameter rear wheels.
