Another fresh 2023 look for another character in Sweeney and Rose's story. He's gonna become rather important and is one of the few main side characters. He got a fresh upgrade alongside Frederick and Thaddeus. Looking more like himself rather than a carbon copy of Javert from Les Miserables lol.
Hugh is the chief of police that comes across Sweeney after the events of the canon story. All of his suspicions are on high alert towards Mr. Todd, and he knows just how to mess with him. He has a very intimidating, tall appearance which makes it easy to put people under a lot of pressure, and Sweeney is no different. Throughout the story, he will be friendly toward Sweeney, constantly putting him in scenarios that would make even the best liars crack under pressure.
Despite his intimidating nature, he is legitimately a very friendly and compassionate man. He's very ambitious and motivated. He's a big family man, loving his wife, Mary, and his very young daughter, Charlotte. He believes in justice but doesn't agree with such harsh punishments. He's trying to change that as chief of police but there's only so much he can do.
