LOL this sure is a populr pic with fans! I've found another that redrew this. This time, its not a carbon copy with a different backgroud. the drawing technique is clearly different, showign that the person did draw it, they just used your image as the one to re-draw. ITs an honest try at drawing your image here.
they say clearly (without any promting) that the orignal image came from a someone else but they didn't know your name. I told them who the original artist was.

I was wondering if you gave permission to someone to use this image?
It was posted today, and features some slight re-coloring. But person doesn't say if they used your image as a guide to re-draw or just did a re-coloring, nor does it say if they got your permission.
I left a review telling them they needed premission to post it. I know some artists don't mind if someone does a recoloring IF they ask first to do so and expressly ask to post it and give credit to original artits.

It seems they added credits afterward, and they also asked me for permission, so I have no problem with it.

Thankfully the person was responcible after I told her/him the original artist, seems they couldn't find your name and thanked me for giving them a link to you, then was able to add the credits.
Wish more people was as reasonable as that.

You know it only just occurred to me after seeing this pic that maybe one of the reasons why Usopp's such a great sniper is because he can line up targets using the end of his own nose.
