Overall this looks pretty good Sydno. Apart for the left arm (which looks like it is too long), both the character's form and anatomy look right and you have gotten some understanding of shading, with attempts of shading and creating folds for the clothing. Depending on how you are wanting your shading to look in the end, then the next paragraph will give my own advice for it.
for the shading, the one thing to remember is that everything has a shape. It is learning how these shapes are shaded, with consideration of the dominant light source, that makes or breaks it. With the shading here, using the skirt as a reference, shading is found at the bottom right corner, suggesting the source in within the front of the character. Though the inclusion of shading on the left side of the skirt (or her right side) suggests that shading is behind her. It isn't an easy thing to keep in mind for 2D work. Unless you were wanting cell-shading for your work, I would also suggest to use blurring tools to soften the shading, making it look smoother (This would work wonders for the eyes especially).
The other things to point out are simply things which (sadly) puts people off.
- The face doesn't look aligned. The eyes are drawn so that they look directly at you, yet the nose and mouth are drawn to look like they are at a 3/4 respective angle. The simplest way to fix this is to squash the eyes together so that you manipulate the perspective to look in the same direction as the nose and mouth. The eyes will still look like they are looking at you, so nothing to worry.
- I would heavily recommend not to use pure black or pure white as a base colour. It not only blends into a black/white outline (as seen with the boots), it is not possible to shade pure black or highlight pure white. It would be much easier on your work if you use extremely dark and light greys for the base instead and leave the pure colours for shadowing and highlighting.
With a lot of optimism and practice, I am sure we can see improvement. I hope that you do as well Syndo. c:
