If things look grim, you may as well try to face it with a smile, yeah? In this situation, yes. Shoki agents tend to try to keep their opponents alive, if possible, to have them stand trial and to share information. ONI agents, particularly those of the higher ranks, are more ruthless preferring to torture or kill.

I like the idea of Shoki agents being essentially sacrificial bait in these sorts of situations. She's called for backup, consisting of heavily armed police divisions, and they are converging on her location. "Rescuing our agent" will be their pretext to go in guns blazing, to take out as many ONI soldiers as they can, giving them little opportunity to surrender. (There are usually enough wounded survivors left to interrogate.) Unfortunately, to keep from spooking ONI, they have to start from some distance away, and maintain radio silence, so it'll be a while before they gets there.
They'll scatter as soon as she's dead, so her job is to hold out long enough for her backup to get there. (If she's still alive once they do, they'll try not to shoot her, but ONI soldiers are dangerous even when wounded, and it's hard to tell one woman in a gi from another in the commotion, so mistakes happen. )
