Pretty interesting idea you have got and released on this fanart! Fluffiness is a definitely good way to show how cute is this all-loved electric mouse. While the fanart itself is simple, I am really enjoying it. It is a pretty original - while we can't see the fur of Pikachu in the anime, nor in manga or video games, it adds enough of impact. Being going down right to the feet, it makes a pretty cute "dress", as well as fluffiness fitting well to mouse's powers. Innocent sight of Pikachu amon with the correct positions of light and shadows, as well as color effects also played a good role.

You shading and line work are both on point, your colouring is very well done, and your artstyle is persistent. This is something that clearly took time, and likely effort. I think the concept is quite creative as well; you took something already existing, and added an adjective onto it, but not just a random or opinionated adjective, like "cute".
This is something that a Pikachu could actually be, and probably look like.
The fur is realistic, as it shows how it sticks up in certain places, and even seems like it would be silky.
I hope to see more work like this from you int he future.
