Photomatix. I think it's pretty popular. Easy to use and gives you good control. There's a basic version which is completely free; and a free trial of the pro version available here [link] .
Turns out you can also convert images to HDR in Photoshop (not sure what versions and up, I use CS3) by going: File > Automate > Merge to HDR.

first thing i noticed, remined me of being up a high mountain road covered in clouds in Tenerife and all the land mass was just floating in the clouds
