I personally think that those are their real ages, China is said in canon to be 4000 years old and I don't see why the other nations can't be in their 1000s or 2000s. What they have on wikia page is the age appearance that they have, otherwise I would find it a bit odd that most nations are actually 19 years old or more. Ah well, I see them to be as old as their culture, roughly-speaking. ^^

Then the purpose of the Hetalia characters being nations is completely defeated. They're not humans that have randomly decided to take on a nation name. America definitely wouldn't remember his fight for independance from Great Britain if he was 19 years old.

Wow, you sure were quick! It's amazing, I absolutely love it!! I love both of their expressions, Ireland looks vey energetic and England looks slighty... tsundere is my best guess. The colouring is awesome as well. Thank you so much for drawing this, I love it!
