It's using the Sonic 3 palette for yellow; most prominiently featured on Super Sonic. Ristar's more darkened palette and overall sprite style doesn't match any of the Sonic games, so pulling even the palette directly from there would just be plain inaccurate.

Plus, Super Sonic's palette is luckily as bright the as the Luma's from the Mario series, and Twinkle the Ristar is just a SEGA-verse stand-in for the one that accompanies my Rosalina inspired Sonic character.
