I think it's due to the fact that Papyrus always orders Sans about in this AU and Sans is always paranoid that if he messes up, he'll get an angry Papyrus yapping at him for his mistakes. So as a result of this situation and worrying too much, he sweats a lot.
He usually doesn't sweat, but when Pap is around, Sans worries that he'll get told off for something and sweats around him.
This is just my theory as to why he sweats often in the Fell universe (plus, the Papyrus ordering Sans around thing is actually canon in the Fell world, so this theory may actually be true).
