The Blackstar Negotiator Model is a specialist heavy rifle based on the Marshal Model sniper rifle and the older Mediator Model heavy rifle. Just like the Madiator it was developed for the Navy as a heavy rifle for boarding actions and is almost exclusively used by augmented marine infantry troopers.

The rifle is chambered in the 14.5mm PBC Sniper cartridge, a drastically enlarged version of the M-200 PBCL catridge developed for battle rifles and general purpose machine guns. Thanks to the size of the cartidges, the rifle can generate a particle blast powerful enough to burn it's way right through most heavy infantry armors and personal shields at the expense of a relatively low magazine size and massive heat buildup.

The gun features a heavy main radiator assmembly, a heavy barrel and a silent active fan-cooled heat sink unit in the back of the rifle where the magazine and action would be in a Morningstar series rifle. Furthermore the compression chambers of the Mediator have been replaced with an advanced heavy duty dual compression chamber based on the PMG-50's in anattempt to increase it's effective range. All of these changes make the Negotiator considerably heavier and more maintenance intensive than the Mediator.

The PBHR-1000 Negotiator has a drastically reduced effective range compared to the Marshal due to the inability of even the advanced dual compression chambers to properly stabilize the blast from the large cartridge. Furthermore the blast generated by the weapon is slower and loses cohesion considerably more quickly, especially in denser atmospheres, deteriorating into a fireball like projectile. At close ranges though the weapon is more than capable of cutting through even heavily armored and shielded infantry and both the effective range and the blast cohesion are have been improved compared to the Mediator.

The PBR-1000 series is a modular weapon system. Lower and upper recievers are completely interchangeable between all variants.

The rifle's firing mechanism is based on superconductor cartridges that are filled with a special kind of solid fuel. The cartridges are chambered like normal rounds in an automatic rifle . When the trigger is pulled, the cartridge is vaporized, injected into the barrel and accelerated.
The bolt is operated by gas pressure and works the same way as on a regular firearm, the ejection port serves as a main heat sink and a way to eject a faulty cartridge or to safely unload the weapon
