He's usually hanging out at the fence of pinwheel circus.. or sleeping when he should be trying to sell bytes. He's basically a tired college student, except he doesn't go to college.
He has zero self control when it comes to talking to people. If you talk to him, you'll be unable to leave the conversation for hours. If you have a laser-pointer, he'll chase it. He'll chase it until he realizes that he's supposed to be selling things.
