It looks pretty neat, but I would suggest some changes, if you don't mind.. :/
The lines around the character could be blurred progressively, or in other words, you could make it clear and sharp on the inside, but as it goes out, it blurs more and more..
You could also make the tears look a lot clearer;
basically, make it look close to colorless as possible to resemble the appearance of water - using whitish gray paint (digital pencils could be used together to "polish" the look a bit more) and by reducing the opacity..
Well, these are my suggestions for now.
Hopefully you'll understand what I'm saying..

oh, and before I forgot, props to you for making the eyes look a little bloodshot-like.
that's a pretty good attention to detail.. : D
