He says something like "Pfft. Take it. I didn't need it anyway." The way he does the "Pfft" is hilarious. I'll have to look it up to get the exact phrasing.

Yeah, he has some great lines (and an awesome voice). Listen to the majority of them HERE . The NPCs in general have some great things to say sometimes, especially the Shivering Isles expansion (oh Sheogorath, how I laugh. He's voiced by Wes Johnson, the same person who voices the Imperials/Imperial Guards and Lucien Lachance.)
