Ah the original badass enclave, back when if you saw them in fall out 2 your first thoughts were F*** Every Thing And Run! The enclave in fallout 3 were such pushovers, cannon fodder at best.

I don't know about that. The teams that had an Incinerator were a royal headache. Not only did they hurt like hell, but the flames obscured your sight and made long-range engagement difficult.
I'm sure you noticed, but the chance for devastating criticals goes way up if you make a hard shot without using V.A.T.S. I could pick off large enemy parties without getting shot at because I was hidden too far away for them to even search. Rather comical, really.

You've had to have been a high level to be able to do that. Or maybe your just much better than me at the game hehe. I don't know, in my experience, Im usually trading stuff to vendors, than a vertibird comes outa nowhere, fully armed enclave drop down, fully loaded with plasma casters, mini guns, the works. Next thing I know the vender explodes into paste, and if Im lucky I get away alive with a few crippled limbs. Fun times.

I habitually use an Mr. Sneaky / Alan Quartermain approach, always sneaking while I explore. The real trick in F3, though is identifying the Enclave's spawn points, and either avoiding or preparing for them. They're fixed locations, so each one is not too hard to remember once you've blundered onto it a few times.

You can make it a bigger challenge by bringing companions (aside from Fawkes and Dogmeat). They tend to make things more...interesting. Especially if you refuse to let them die.

Actually, .32s were largely used by American Law Enforcement and civilians, at least that's what I think.
Still, it doesn't really fit. .32s are quite weak, and for such an advanced military group, the applications of .32s would be vastly limited, due to their lack of a merciful nature mainly.

Must be desperate then. Maybe just recently fended off a pack of deathclaws or a horde of raiders, so now, low on ammo, they need to use whatever's handy until their next supply drop.

It's not uncommon for soldiers to scavenge or pack non-standard backup weapons in case their normal-issue weapons become unsuitable for some reason. And although the Enclave is famous for preferring intimidation tactics over subtlety, even they want their actions blamed on someone else sometimes.
Another possibility that comes to mind is that they are deliberately avoiding use of normal Enclave weaponry. Those corridors aren't very wide, and Enclave weapons are probably hard to maneuver in close quarters. And if they're scouting a location as high-tech as that background indicates, you might prefer the weaker weapons. They don't have such a high risk of collateral damage.
I used to play Warhammer 40,000. The Imperium's troops typically use combat shotguns and low-caliber SMGs during starship boarding actions for those reasons.

That's true, I remember that factoid from 40k too. Hadn't considered that. There are definitely some benefits to using lower tech weapons in settings like these.
