No, not that hard, you just have to have a basic pattern for a vest and skirt and stuff, since it's not that a that advanced design of his outfit

No, it's not that difficult, I bet you can find a tutorial here on dA on how to make them. The headpiece wasn't at all ifficult to make, just made it a rectangular with round edges, then folded it from both sides to make it stand up a little, really simple
