The last time I tried mechs, I had a lump of scrap metal. Yours are nice ^-^
I don't think it is too disproportionate, but it depends really. For me, I prefer slightly shorter forearms and a thicker body near the chest area. It would help if you follow a non-mech dragon's anatomy as the outline, then fill in the mech parts from there.
I like the 'wings'. Looks fun ^^
