Here is the promised step-by-step look on how I made this.
Like I said there, this is more about the textures and little tips with the lineart. The brush I used is amazing at getting this watercolor feel. As you can see some textures and lineart tweaking make a huge difference!

Brush presets
All these brush presets are for photoshop, CS5 or newer.

You can get the watercolor brush from here: link Browse the page down, let it load and go back up. You should see a brush called "Wet & Wild Watercolor Brush". You can choose to pay something for it but if not, just put 0 there. (but please consider supporting this person. His brushes are amazing) I also recommend to watch this video where the brush is in use.

If you are interested, here is a link to a brush pack where the pencil brush I used is: this. I personally recommend this brush pack. I use it now all the time to sketch and do lineart.

Textures
Like I said, you can easily create a noise texture pattern in photoshop. As for the paper texture, I get all my textures from here . The paper texture I used is this one specifically: www.cgtextures.com/texview.php… You need to register in the site in order to download textures but it is free and I've never get any spam mail.
