With this picture if it had a fic to it, I can see Steve remembering how he went through the same thing getting Bucky out of the HYDRA base, and remembering what had happened to Bucky prior.
He thinks to himself "I already lost a dear friend like this, I'm going to lose Tony the same way!".
But that is just me lol
